The Army Contractor who supplies the Indian troops here is prepared to ration the Indian Police at the rate of 23 cents a day per head. In order that this may be done I re- commend that the ration allowance of Indian Constables of the 2ad. and 3 class be increased by 50 cents per month. I propose also to abolish the "return passage fund" which will have the effect of giving the Constable $1 more to spend. It is rarely that a Constable who is dismissed returns to India; he generally gets employment here or in some of the Coast Ports as a watchman, or joins some of the neighbouring Police Forces. The effect of these proposals would be that the 3rd. class Constable would receive $12.50 + $1.50 = $14 a month $7 of which would be absorbed for his ration leaving $6.25 to resit and 75 cents to spend. The 2nd. class Constable would similarly have $1.60 left for petty ex-

penses.

also recommend that as in every well regu- lated Police Force the numbers in the three classes of Constables be unlimited. This is the practice in all the Police Forces that know of in the United Kingdom (London, Dublin, Glasgow, Liver- pool and the Royal Irish Constabulary) and also in the Straits Settlements. In the Sith Contingent of the Police Force of that Colopy a recruit is promoted from 3rd. class ($11 + $2.75, exchange tom clape (812+ 3.34xchange compensation) compensation) as soon as he passes as efficient and after 2 years in the 2nd. class is promoted to the 1st. class ($13 + $3.25 ex- change compensation). In Shanghai there is only one class for Indian Constables ($10 a month) but they can earn good conduct badges carrying money allowance as follows:-

They receive no pension but $3 a month deferred

pay instead, which they can leave in the hands of the Municipality to accumulate with Compound Interest at 3%, and draw in instal- ments at the end of each 5 years service or in a lump sum on re- tirement. I may say that I have long desired to introduce the system of automatic promotion here but have hitherto refrained from doing so owing to the expense involved, in view of the many other increases of pay in the Police that have become necessary from time to time. The present system works a hardship on ConsTM tables for at times promotion is fast and at other times very slow. Moreover, under the present system promotion to classes aust necessarily be by selection. Among Constables this should not be. If a man's conduct is good he should earn promotion by service, selection only operating for promotion to Sergeant's rank. The extension of service due to making the pensionable age 45 will make promotion among Constables slower than ever in this
